Webb County Correctional Officer Arrested on Sexual Offenses Resigns

A decorated correctional officer at the Webb County Jail has been arrested for sexual offenses involving at least three women, according to an arrest affidavit.
Roberto Seca Jr., 29, who was named Rookie of the Year in May during National Corrections and Staff Week, resigned Tuesday after his arrest on charges of sexual assault and coercion.
Prison records show Seca was released on a combined $ 50,000 bond on the same day. If convicted, Seca faces up to 20 years in prison. Emergency protection orders have been filed against Seca.
Seca was hired on October 2. He had participated in a swearing-in ceremony in November with seven other incoming correctional officers. When asked about Seca’s hiring, the Webb County Sheriff’s Office said, “A background check was done and he had a clean criminal record.”
Sheriff Martin Cuellar also released a statement.
“Even though he is a former employee, I remind the public that as representatives of this agency and the community, our agents are held to higher standards on or off duty. We will move forward and let justice take its course, ”Cuellar said.

At around 6 p.m. on June 8, a woman met with a lieutenant at the Webb County Sheriff’s Office station about a sexual assault. She said the assault took place between February 1, 2018 and March 31, 2018, when she was 20 years old. She identified the suspect who sexually assaulted her as Seca, according to the affidavit.
She said she met Seca while working as a waitress at a local restaurant. Another waitress told her that Seca wanted to meet her. The woman agreed to meet with Seca because he was very pushy, according to court documents.
One night after her shift ended, she agreed to have Seca pick her up from her home and come to his house, the affidavit states. At Seca’s, he bought her a beer. She and Seca were outside the house, listening to music and drinking beer.
Seca then told him that he wanted to show him something inside the house. She followed Seca to his bedroom, where he had a large gun safe, the affidavit states.
“Seca said he worked for the military,” the affidavit reads.
She then asked Seca if she could lie down on the bed as she was tired from work. She added that she still had her beer and hadn’t finished it. She then took a nap on Seca’s bed.
The affidavit says she woke up next to him and he was touching her private parts and not stopping when she was yelling at him.
Seca would have told her to “let it go and she was going to like it”. She said “no” and told him to come down. When she woke up, she noticed that she had undressed, according to court documents.
“(The woman) said Seca was upset that the victim did not allow him to have sex with her,” the affidavit reads.
She then asked Seca to take her home. A few days after the incident, Seca told the woman that he had photographed her naked while she was sleeping. He allegedly threatened to use the photo against her. She then made a report to the police in Laredo.
“(The woman) showed Laredo PD screenshots of a conversation with Seca and Seca told him he had a video of him giving her oral pleasure. Seca threatened (the woman) that he would post the video on social media if it didn’t allow him to see it, ”the affidavit states.
She further told police that she had to quit her job because Seca was a regular customer. She then started working at a local nightclub. One night, Seca was at the club and started texting her to tell her that he wanted to “clarify things”, according to the affidavit. She told Seca to stop texting her. LPD closed the case after an investigator spoke to Seca, and Seca told police he had no photographs or videos of the woman. After learning this, the woman did not file a complaint but wanted to keep the report as a reference.
LPD closed the case, the affidavit states.
“(The woman) said she was very scared of Seca at the time because he would use his job title to show that he was more dominant than her. Seca told the victim that he had a friend who worked for the Laredo Police Department and they would support him, ”the affidavit states.
She told the sheriff’s office that she didn’t yell the sexual assault at LPD because she was scared. She added that at the time, she wanted to get rid of the issues with Seca, according to court documents.
The woman further said that in April, Seca contacted her via Instagram. Seca tried to bribe her with money to forgive him for what he had done. She told him that she was not interested in him or his money, according to court documents.
“(The woman) said she decided to post her experience with Seca on social media because it was Sexual Abuse Awareness Month. After posting her experience, other women started contacting her. via social networks by referring to them also as victims of Roberto Seca ”, indicates the affidavit.

A second woman also reported on June 8 that she had had an incident with Seca. She added that Seca was also threatening her by saying he had a nude photo of her, according to court documents. This alleged incident dates back to between July 1, 2016 and August 31, 2016, when she was 18 years old.
“(The woman) said she had unwanted sex with Seca twice after Seca threatened to show her nude photo to family, friends, co-workers and her boyfriend,” the affidavit reads.
She said she met Seca at her former workplace. Seca had come to pick her up from her home so that they could go to practice. Seca then told him that he had to go get something from his house.
Once at Seca’s house, he asked her out as it was going to take time, according to the affidavit. Seca told him to wait in his room when they entered his residence.
“Seca then started trying to kiss (the woman). (The woman) tried to get away from Seca. Seca continued to insist on (kissing her) until finally (she) allowed him to kiss her, ”the affidavit states.
She added that by kissing, “one thing led to another” and had sex with Seca. The woman said she was unaware that Seca was taking a nude photo of her without her consent.
“A few weeks later, Seca started threatening (the woman) by saying that he would send her nude photo to her family, friends, co-workers and her boyfriend if she didn’t continue to have sex with him. “, declares the affidavit.
Seca allegedly showed her that he had her boyfriend’s number, which she believed Seca had gotten from her friends who are cops, court documents show.
“(The woman) said she had no choice but to do what Seca wanted. (She) had unwanted sex with Seca twice for fear that Seca would send the picture of her naked. (She) said the incidents were a week apart from each other. (She) blocked Seca from all communication after waking up one day crying. (She) didn’t had not had any communication with Seca since then, ”the affidavit states.

The sheriff’s office interviewed a third victim on June 16.
She said her incident happened between June 1, 2017 and July 31, 2017, when she dated Seca. She had met him on Facebook in the fall of 2016. She was 23 at the time. Seca then allegedly took a photo of the woman as they dined at a restaurant. He told her he took the picture to show his friends who he was having dinner with.
The woman said she started to feel drunk at the end of dinner and they planned to go to the movies. While they were driving, Seca told him he had to go get something from his house. Once there, Seca told her to get out of the vehicle and took her to her room. Seca started showing her her collection of weapons as she sat on the bed. Seca then approached her and started kissing her on the neck, according to court documents.
“(She) put her hand in front of his chest, saying, ‘What are you doing?’ (She) told him “she wasn’t depressed” and Seca kept kissing her. Seca then started unbuttoning her pants. (She) told Seca again that she was not down as if saying no, ”the affidavit states.“ The next thing, (she) knew his pants were down to her ankles. When (she) saw Seca trying to get inside her, she noticed that Seca was not wearing a condom. (She) said to Seca, “What are you doing? Put on a condom.
Once they were done, she asked Seca if he had used a condom, according to court documents.
“Oh, I thought you said you didn’t want a condom,” Seca reportedly replied.
She remembered being drunk and Seca had been aggressive and persistent in having sex with her. She recalled telling Seca twice, “She wasn’t down,” the affidavit states.
For three days, she asked Seca to give her the “The Morning After” pill. Seca met her on the third day and gave her the pill.
“(The woman) said she never reported the incident because she felt embarrassed, disgusted and ashamed of everything that had happened so quickly. (She) further stated (that after knowing that other girls had told their stories about Roberto Seca, it gave her the courage to tell her story. (She) decided to file a complaint against Roberto Seca, ”the affidavit reads.

On June 22, sheriff officials questioned a witness.
She indicated that Seca would be heading to her place of work, the Tilted Kilt Pub and Eatery, in December 2019. Seca allegedly flirted with the waitresses and tried to bring them home, she reportedly told the sheriff’s office.
“(The woman) also stated that Seca would offer him money and Xanax pills in exchange for sex. Seca also asked her to help him sell the Xanax pills for him, and he showed her a Ziploc bag full of Xanax pills, ”the affidavit states.
Sheriff officials said Seca had filed other incident reports with the LPD.
In February, a 19-year-old woman said Seca took a screenshot of a nude photo she sent her. Seca then began threatening her, saying he would post the nude photo on social media if she didn’t agree to see him.
The affidavit says Seca suggested several sexual acts they could engage in so that he would not post his photo on social media.
“The case was closed by Laredo PD after (the) case was presented to the Webb County District Attorney’s office due to the victim’s non-cooperation,” the affidavit reads.
In October 2015, a man said Seca texted him saying he was her girlfriend’s ex-boyfriend. The man further said Seca pestered his girlfriend, who was 20 at the time, via text message, court documents show.
